PROSPER HOETU

Board Member

Prosper Hoetu is the Chief Executive Officer and a board member of the National Homeownership Fund, where he leads the government’s effort to address Ghana’s housing deficit through mortgage and construction financing.

He is a lawyer and public servant who has played significant leadership roles in Ghana’s public and private sectors, civil society, and international development cooperation over the last two decades. He has contributed in diverse ways in the areas of parliamentary democracy, media regulation, security policy, elections, child protection and youth development. Prosper has also consulted extensively for both local and international organizations.

He previously worked as Director of External Support Office in the Parliament of Ghana, where he coordinated parliamentary engagements with development partners to enhance the policy, legislative, oversight, and representational work of Parliament. He also served as a Senior Research Officer to the Speaker of Parliament and head of the Citizens’ Bureau in Parliament, leading Parliament’s Open Government Partnership (OGP) agenda.

Prosper was also instrumental in the drafting of the manifesto of the National Democratic Congress, having served as a member of the Manifesto Committee in 2020 and 2024. Prosper holds a Bachelor of Laws degree from the University of London. He also holds a Qualifying Certificate in Law from the Ghana School of Law and is a member of the Ghana Bar Association.

He holds a Bachelor of Arts in Sociology and Social Work from the Kwame Nkrumah University of Science and Technology; a Master of Arts in Peace and Development Studies from the University of Cape Coast; a Master of Laws in Information Technology Law (LLM) from the University of Ghana School of Law and Professional Teachers Certificate ‘A’ (Post Secondary) from the University of Cape Coast.
